Hartwell Capitol Consulting LLC (HCC), a business and technology development firm based in Manatee County, plans to open an office next month in Dubai, United Arab Emirates. Rob Hartwell, a Palmetto resident and president of HCC has teamed with Dr. Naeem Niazi, based in Islamabad, Pakistan, and Dubai, UAE, to head up HCC’s business development efforts in the Far East, Middle East and Africa.   Currently, HCC has multi-million dollar projects being planned or underway in China, Nigeria, Poland, UAE and Tanzania.
