To compile its Metro 20 listing, the network examined "20 key criteria business owners should evaluate before choosing a business location, including tax and regulatory climate, workforce strength, access to capital and the cost of living." Austin, Texas; Provo, Utah; and Washington, D.C. ranked Nos. 1-3. CNBC cited Sarasota's cultural, tourism and e-commerce industries in ranking it highly.
